Since I come to OS X with a Unix-ish background, I usually create files without an extension. So I have lots of files called "ideas", "characters", etc.
I cannot import these text files into Scrivener without renaming them to use a ".txt" extension, but they open in TextEdit if I double click on these in Finder.

You are right that this is the current implementation - it checks for file extensions before importing. Hopefully this shouldn't be too hard to fix; I can just try to read the file and import it if successful. I've added it to the "to do" list. Thanks, KB
