Considering that the web is an ever more significant forum for fiction and nonfiction, the need to convert text to HTML is more and more pressing. Many sites offer WYSIWYG editors that are pretty hit-and-miss in terms of their capacity to retain formatting from copied text, but most offer the ability to take a 'clean' HTML file--Microsoft Word produces decidedly unclean HTML.
Since the primary purpose of such a function would be the simple output of text, complicated things such as CSS wouldn't be necessary and the function could be limited to outputting text with italics, bold, underline, the basic HTML tags.
